“Physical Education for All” Project for Consistent, High-Quality Learning from Elementary to High School (JICA Grassroots Technical Cooperation Project) (2024)
【Project Activities】
1. HG, DPESS, and NIPES, in cooperation with the city and provincial education bureaus in the three target regions, will create and implement a plan for disseminating new physical education.
2. To create and disseminate this new physical education plan, human resource development will be conducted for the city and provincial education bureaus in the three target regions.
3. Physical education dissemination content suitable for the specific situations of each of the three target regions will be developed.
【Project Background】
In Cambodia, after the Pol Pot regime which lasted from 1975 to 1979, physical education was limited to simple calisthenics and basic sports like soccer and volleyball. Since 2006, through JICA’s Grassroots Technical Cooperation Project and other initiatives, curriculum guidelines and teacher’s manuals for elementary school physical education, as well as curriculum guidelines and teacher’s manuals for junior high and high schools, have been developed. Currently, a project is underway to upgrade the National Institute of Physical Education and Sport, a teacher training institution, from a two-year to a four-year program. In this context, it is expected that by unifying and creating a consistent model for elementary, junior high, high school, and university physical education, high-quality PE classes will be implemented in all schools nationwide in Cambodia, enabling children to acquire “knowledge, skills, and attitudes” through physical education.
【Project Objective】
To disseminate new physical education in elementary, junior high, and high schools in the three target regions (Phnom Penh, Battambang, Svay Rieng) under the supervision of the Ministry of Education, Youth and Sport and each city/provincial/district education bureau, in accordance with the content of the curriculum guidelines and teacher’s manuals.

【Outcomes】
1. New physical education dissemination plans for each city and province were formulated, and the management of physical education dissemination (workshops, monitoring, report creation and submission) was carried out by each city and provincial education bureau in accordance with these plans. The implementation progress of the dissemination plans has been confirmed by DPESS and NIPES.
2. Human resources capable of disseminating new physical education in accordance with the dissemination plans have been developed in each city and province.
3. Content for disseminating new physical education has been developed in each city and province.
【Voices from Participants and Partners】
Teacher from Battambang who participated in training in Japan: “When I return to Cambodia, I will first share my experiences in Japan with other teachers and spread what I have learned to create better physical education classes. I was particularly impressed with the educational method in Japan where children are encouraged to think for themselves, discuss, create their own rules, and resolve issues among themselves when problems arise. I would like to implement this in the same way. I also want to create more enjoyable physical education classes for children by devising and making my own PE equipment.”
【Challenges and Lessons Learned】
As the city and provincial education bureaus in the target country were entrusted with the autonomous planning and implementation of the project, efforts were made to disseminate physical education not just to model schools, but with the goal of reaching 50% of all schools in each city and province.
