Developing human resources utilising Olympic and Paralympic legacy by TIAS (2023)
【Project Objective】
In order to deepen the understanding to “respect for others”, cross-cultural understanding, multicultural conviviality, non-violence and non-discrimination among people who may ‘play’, ‘watch’ or ‘support’ sport, this project is implemented to learn cooperation and collaboration, equality and fairness, empathy, etc., which form the basis of such understanding, and through international cooperation in sport, contribute to the development of human resources who will support the future of sport. The project aims to contribute to the development of human resources who will support sport world in the future, and to realize the contribution that sport can make to sustainable development and peace.
TIAS, its successor program TIAS 2.0, and IDS will carry on the initiatives implemented over the eight years. These initiatives are based on the public-private cooperation system established as a legacy for the Tokyo 2020 Games. The project will utilize the network of alumni and current students of TIAS and IDS.
【Activities/projects】
① Hosting international forums.
Date: 9 February 2024 (Friday)
Main speakers: Prof. Shimizu(Special Assistant to the President of the University of Tsukuba), Mr. Chiaki Kishi(JSC Board Member), Prof. Fukazawa, (Dean of TIAS 2.0 Program), Invited TIAS graduates.
Participants: graduate and undergraduate students of the University of Tsukuba, SFT steering committee members and consortium members

② Exchange events
Program was implemented in various regions. In each event, participating children, students and citizens learnt about the Olympic movement and para-sports and so on, from TIAS alumni and others exercise and they were enjoyed it using English, which allowed them to enhance cross-cultural understanding and interest in foreign languages. The athletics program aimed to promote awareness of the importance of doing one’s best rather than competing, fairness, respect for others and the joy of cooperation, and the benefits of working together with people from different cultures.
The Program could contribute to the SDGs, specially “Goal 3: Ensure healthy lives and promote the well-being of all people of all ages” and “Goal 4: Quality education for all’. The exchange program also led to an understanding of the premises towards ‘Goal 16: Peace and justice for all”.
(A) Hitachi-Omiya City, Ibaraki Prefecture.
Date:28 September and 12 October 2023
Participants: Elementary school children and teachers residing in Hitachi-Omiya City, and University of Tsukuba postgraduate and undergraduate students (320 participants in total)
Program content: An exercise program with simple English.

(B) Bunkyo Ku, Tokyo Metropolitan District
Date:21 October 2023.
Participants: Residents including foreign residents of Bunkyo Ku, and postgraduate and undergraduate students of the University of Tsukuba (491 participants in total).
Program content:Exhibition booth offering an exercise program with simple English.
(C) Sakaimachi, Ibaraki Prefecture
Date: 13 November 2023 (Sunday)
Participants local residents (children, students and parents), University of Tsukuba graduate students and undergraduate students (33 participants in total)
Program contents:exchange event inviting the University of Hawaii student team.
③ Study tour to the applicant countries of Tokyo2020 host town municipality program
Study tours, in which a person in charge of host town exchange programs visited host town municipalities and host countries (India, Rwanda and Taiwan) were conducted to talk about possible plans for further exchange and project development.
(A) India and Rwanda
Period: October – December 2023 (2 weeks)
Counterparts:Policy makers of education and sports, residents of host town.
Program content:
a) Visit to India and participate in the Youth Sport Development Program
b) Exchange event via online(Kurobe City with India and Hachimantai City with Rwanda)
c) Debriefing (mainly to share experiences and to develop domestic human resources).
(B) Taiwan: National Taiwan University of Physical Education and Sports, The National Taiwan Normal University.
Period: 16th November – 19th November 2023
Counterparts:the University of Tsukuba, Staff member and graduate students. The National Taiwan University of Sport and Exercise and faculty, President, faculty members and students. The National Taiwan Normal University, Faculty member and students (31 participants in total).
Program contents:
〇 Tour of the educational and sports facilities of the National Taiwan University of Sport and Exercise Courtesy visit to President Hsu Kwang-Chuan and tour of the Olympic Education Centre.
〇 We participated in a seminar at the National Taiwan Normal University. The seminar included presentations by students of the university on the theme of Olympic education and the 2024 Paris Games. There were also presentations by professors of the university and faculty members of the University of Tsukuba. Additionally, we had discussions with local student

(C) Iitate Village, Fukushima Prefecture
Date: Saturday 16 and Sunday 17 December 2023, Saturday 18 February 2024
Participants:16 current students of TIAS 2.0 and IDS at the University of Tsukuba and the Iitate Village Senior Citizens’ Association
Program contents:We observed the current status of the Tokyo 2020 Games legacy in this community, which is considered a symbol of recovery from the massive earthquake in 2011.
〇 Site tour of various facilities constructed for earthquake evacuees’ return- back to the village as well as sports facilities.
〇 Survey of the current daily life in community and the effect from radioactive contamination by the collapse of the nuclear power plant.
〇 Orientation by local coordinator
〇 Implementation of international sports exchange events

【Outcome】
〇 The international forum, Exchange events and study tour provided an opportunity to understand others and different cultures, to collaborate with others and to encourage their creativity and finally it contributed to SDG’s Goal 4 ‘Quality education for all

Since the collapse of nuclear power plant in 2011, I have had the opportunity to see and hear about Iitate Village in the media in my own country, but by visiting the area and interacting with the villagers, actually I have learnt that many people misunderstand the current situation and its effects, including what is reported in the media. In the future, I would like to contribute to eliminating discrimination and prejudice against this area.
