【Project Activities】
Formation of an ASEAN Professional Learning Community (PLC) for physical education teacher education and promotion of sports for people with disabilities, through the implementation of projects that contribute to human resource development for physical education teachers in ASEAN countries and support the development of sports for people with disabilities.
【Project Background】
Implemented as a project related to the holding of intergovernmental meetings and the fulfillment of agreements, positioned within the formation of a sports international policy promotion base, which is one of the Japan Sports Agency’s Sports International Development Foundation Projects.

【Outcomes】
The project’s results were presented at the ASEAN Physical Education and Sport Conference held in Malaysia in September. The findings were published in the Asian Journal of University Education. Additionally, the difficulties faced by junior high school physical education teachers in Laos were published in CURRICULUM STUDIES IN HEALTH AND PHYSICAL EDUCATION. In January, a survey on sports for people with disabilities was conducted in Laos. Furthermore, at the 16th ASEAN Senior Officials Meeting on Sports (SOMS16) held in Vietnam in October, the project’s results and progress were introduced as a process of PLC formation. In November, an online workshop on physical education teacher education was held, and based on its results, a face-to-face workshop on physical education teacher education and sports for people with disabilities was held in Vietnam in February.
【Voices from Participants and Partners】
Participants in the face-to-face workshop actively engaged, self-evaluating that their efforts were positively recognized in their workplaces and that the information provided offered beneficial insights for their work.
【Challenges and Lessons Learned】
Regarding the creation of ASEAN standards for physical education teacher education, it was felt necessary to proceed with clarifying the concept of standards. Therefore, for the fiscal year 2025, it is believed that the necessity and content of these standards will require comprehensiveness, based on the status of standard draft discussions in each country. For sports for people with disabilities, an action plan was attempted based on survey results from Cambodia and Laos. The refinement of this action plan remains a task for fiscal year 2025.
