Cambodia: ICT-Enabled Support Project to Strengthen a High-Quality Four-Year Physical Education Teacher-Training University (2023)
【Project Activities】
Through collaboration between Heart of Gold and the National Institute of Physical Education and Sports (NIPES), this project aims to develop NIPES’s four-year physical education program into a higher-quality teacher-training institution that can be operated independently and sustainably. Specifically, based on the 124 standards of the Ministry of Education’s Minimum Standards for Accreditation of Higher Education Institutions (MSAHEI), we address seven priority areas identified in NIPES’s management—library operations, international center operations, internal evaluation systems, teacher training, student management, alumni support, and safety management—by leveraging ICT to solve challenges in each area.
【Project Background】
As part of education reform, Cambodia’s Ministry of Education is shifting all teacher-training programs to bachelor’s-level programs aligned with ASEAN standards. In parallel, the Ministry—working with JICA—has been supporting the transition of teacher-training institutions in Phnom Penh and Battambang into four-year teacher-training universities; however, secondary-level physical education teacher training is not included. In response to the Ministry’s request, Heart of Gold launched an initiative in 2019, supported by the Ministry of Foreign Affairs of Japan through an NGO Partnership Program, to transform NIPES—the only physical education and sports teacher-training institution in Cambodia—into a four-year university. Over three years, teachers developed syllabi aligned with the curriculum, delivered classes, and implemented attendance and grade management; a bachelor’s program based on the curriculum began in November 2019. NIPES’s Teacher Training Center also began monitoring and evaluating classes, building human capacity. Facilities were improved over three years: a swimming pool (year 1), a gym room (year 2), and dormitory renovations (year 3). 【Project Objective】
Operations of the NIPES library and international center, internal evaluation, teacher training, student management, alumni support, and safety management will be advanced in an integrated way through ICT.

We have provided extensive support through this project. One of the key challenges ahead is how to transition so that NIPES itself can carry out and sustain these activities independently.
