【Project Activities】

For the three target municipalities and provinces, officials from the Ministry of Education’s Department of Physical Education and School Sports and the National Institute of Physical Education and Sports are divided into three teams. One Heart of Gold (HG) staff member is assigned to each team to coordinate their activities. To ensure information sharing among the teams, regular meetings are established to facilitate collaboration across the municipalities and provinces. Within each team, officials from the Ministry of Education, provincial and district education departments, and model schools take the lead in formulating and implementing physical education promotion plans in their respective areas.

【Project Background】

In Cambodia, following the Pol Pot regime from 1975 to 1979, physical education was limited to basic calisthenics and simple sports such as football and volleyball. However, since 2006, through initiatives like the JICA Partnership Program, physical education curriculum guidelines and instructional manuals have been developed for primary, junior high, and high schools. Currently, a project is also underway to upgrade the National Institute of Physical Education and Sports, a training institution for physical education teachers, from a two-year to a four-year program. Against this backdrop, this project aims to integrate the systems established so far—from primary school through university—to build a cohesive and consistent physical education teaching model. It is anticipated that high-quality physical education classes will be implemented in schools across Cambodia, enabling children to acquire essential “knowledge, skills, and attitudes” through physical education.

【Project Objective】

In primary, junior high, and high schools across the three target municipalities and provinces (Phnom Penh, Battambang, and Svay Rieng), new physical education programs are being implemented in accordance with the curriculum guidelines and instructional manuals, under the supervision of the Ministry of Education, Youth and Sport and the respective municipal, provincial, and district education departments.

【Outcomes】

1. New physical education promotion plans were formulated for each municipality, province, and district. The respective education departments are managing the promotion of physical education in alignment with these plans (including workshops, monitoring, and the preparation/submission of reports). Furthermore, the implementation progress of these plans is verified by DPESS and NIPES.

2 .In each municipality and province, personnel are being trained to facilitate the dissemination of the new physical education programs according to the promotion plans.

3. In each municipality and province, educational content designed to disseminate the new physical education has been developed and is being utilized by teachers in the target areas.

【Challenges and Lessons Learned】

Through the workshops, we share fundamental information regarding physical education in Cambodia with school teachers. However, some teachers still struggle to envision how to provide physical education instruction in actual school settings. In collaboration with the education departments at the municipal, provincial, and district levels, we aim to further promote the dissemination of physical education across Cambodia.
